Management: Advanced Supervision
April 7 - 9, 2008 24 Hours Cost:$325

This is a continuation of our Basic First Line Supervisor course but with a focus on the middle management role inside a law enforcement agency.  The course is designed for the experienced supervisor, the middle manager or division commander and has value as a primer for those in upper management.  Promoting police personnel and not providing them with the information and tools necessary to perform the task is not only a poor management decision, but provides the mechanism for vicarious liability situations involving the manager and the city.  This course will introduce the manager to theory, practicality and legality of the world in which they operate.  This course combines lecture, discussion and “hands on” projects to establish a venue for learning.

Basic Vehicle Identification Training
April 28 - 29, 2008 16 Hours Cost: FREE

This unit of instruction will assist the student in the detection, identification, and recovery of stolen vehicles, as well as the recovery of physical evidence. It will also make the participants aware of the role Vehicle Identification plays in everyday Criminal Investigations.

The students will be exposed to the latest techniques in identifying a suspect vehicle and to properly document that identification.

This class in vehicle identification will assist the officers in recognizing altered Vehicle Identification Numbers. The students will also gain a working knowledge on the purpose of a chop shop, what evidence to recover when searching a chop shop, and where that evidence can be located.

Cloned Vehicles, the latest epidemic sweeping Tennessee and the rest of the nation will also be covered in great detail.

By utilizing the knowledge and techniques taught in this session, the class participants will be able to distinguish between a factory and non factory installed Vehicle Identification Numbers. In addition, the participants will be able to identify suspect vehicles and component parts by having the knowledge of several other means of identification.

A facilitated discussion on the importance of vehicle identification and the vital role it plays in the types of criminal investigations being conducted by law  enforcement today will be held.

Research and Grant Writing
May 12 - 14, 2008 24 Hours Cost:$325

This school will teach you how to research and seek grant opportunities as well as offer you hands-on work on writing grant proposals. You will learn about grant availability, what information to include in preparing your proposal, how to make your “pitch,” and
how to improve your department’s probabilities of actually receiving the award. During the first day, you will lean how to research and find federal, state, and foundation grant opportunities to match your needs, and strategies for community collaboration. You will also lean how to read request for proposals (RFPs) with an emphasis on key words and phrases. During the second day, you will learn about the major components of a grant proposal from the problem and need statement, goals and objectives, project description to the evaluation, staffing plan, and timeline. You will get hands on experience in writing each section of a proposal. The third day concentrates on completing budget forms and steps in formulating your grant budget, learning about outcome-based proposals, and exploring the many common problems associated with the preparation of grant proposals.

Basic Narcotics Investigation
June 16 - 20, 2008 40 Hours Cost:$395

This course covers both undercover and traditional narcotics investigations.  Topics include substance/drug identification, identifying offenders, conducting surveillance, effectively using undercover techniques and tactics, developing the cover and setting up operations, conducting traditional narcotics investigations (stops, frisks, interdictions, search techniques, interviewing and Miranda), and managing legal issues to insure admissibility of evidence.
All instructors are experienced narcotics investigators and undercover operatives.  Participants should come in an unmarked/undercover vehicle and a cell phone to facilitate to surveillance practical exercises.  Participants will learn how to set up a cover and cover story and perform as an undercover operative.

Managing the Undercover & Covert Investigations
July 21 - 25, 2008 40 Hours Cost:$395

An extensive course for the new investigator and a great refresher for the veteran.
Instruction will include: 
Overview of Operations: transitioning from uniform (& back); determining the depth and building the cover; financing operations and psychological issues – living the lie.
Tactical Issues:  officer safety; the use of props; surveillance and counter surveillance including practical exercises; informant management; recognizing deception;  working with Federal agencies. Also a session on the bust out and raid planning
Collecting intelligence on the target – sources of information and collecting corroborating evidence.
Managing the operation:  Drug and weapon purchases, vice/prostitution cases; corruption investigations; the contract murder case; storefront operations and more.
Equipment:  Sessions on state of the art surveillance equipment and how to use it to build rock solid cases, offer officer and CI safety and to gather intelligence
Included in each session: The undercover on the stand and tips for testifying.  Also, legal issues involved in UC operations such as:  entrapment, wiretap laws, consent once removed, UC investigation of inmates, listening posts and search warrants.
The instructors: Jimmie Leach, Patrick Willis and Dennis Mays are all veteran law enforcement officers with extensive experience working undercover and managing UC and covert investigations as supervisors.

Officer Survival Tactics for Patrol
July 29 - 30, 2008 20+ Hours Cost:$100

This course is designed to advance the knowledge and familiarization the student has dealing with officer survival and safety tactics. It is designed to instruct the student in various tactics and techniques that have proven to be effective in real life situations. Each student will also learn the importance of continued education and training in this discipline. In this course, the student will be required to demonstrate his/her proficiency in the use of the handgun as well as other weapons in the use of force continuum. Proficiency will be determined by the proper use of qualified course instructors and their expertise/judgment, proficiency courses and drills, and student demonstration exercises. Students must understand this is a performance based course and will require students to demonstrate a specific level of proficiency. Students who fail any course requirement will not pass the course and will not receive a certificate of completion. Individuals who become safety hazards will be asked to leave and no refunds will be given once the course begins. You will only be given one attempt to pass the scenario and application drills along with any proficiency tests which must occur in the same day and time frame. Not everyone can operate effectively under stress and perform properly in certain enforcement environments and the Tennessee Tactical Officers Organization will only give certificate of completions to those who meet this strict standard of training. There are no exceptions given.
This course is specifically designed for law enforcement and security personnel.

Criminal Procedures for Patrol

This course is designed to provide the student with a basic understanding of the many concepts and issues relative to Criminal Procedure in police operations. It focuses on the patrol level aspects. It provides the student with a basic knowledge and understanding of acceptable practices that help in the application of police work. It covers topics such as current Procedure Case Laws, Current applicable practices, and other related topics. This is a 10 hour, 1 day course. Each student will also learn the importance of continued education and training in this discipline. This course is specifically designed for law enforcement and security personnel.

GHSO Course: Advanced Traffic Crash Investigation
August 11 - 22, 2008 80 Hours Cost: FREE
Maximum Students: 20

In modern police departments crash investigation requirements have developed into more than report writing and evidence gathering. There is a constant demand for more in-depth crash investigation to answer the age old question: who was at fault? This situation requires police departments to have personnel with expertise in the higher levels of crash investigation.


This course is for the experienced police officer, supervisor or traffic homicide investigator who has had crash investigation training and is proficient in gathering evidence at the scene, measuring, scale diagramming and estimating minimum speed from skidmarks. Upon graduation from this course, the student will have advanced to the next level of traffic crash investigation and obtained a relatively high degree of technical expertise in this field.


Applicants for this course should have successfully completed the At-Scene Traffic Investigation course.

Property and Evidence Management for Law Enforcement
October 21 - 22, 2008 16 Hours Cost:$275 - members | $325 - nonmenbers

The goal of this training seminar is to provide a framework of legal and ethical requirements required in the operation of law enforcement property and evidence units; to acquaint individuals with the technicalities and responsibilities involved in the daily function of a property unit; to provide a positive learning environment for property and evidence professionals to exchange ideas and concepts.

At the conclusion of 16  hours of instruction, the student will:
