Spring Hill Finance Department
The mission of the Finance Department is to ensure the overall fiscal health of the City of Spring Hill and provide the best quality support services to departments, employees, and citizens.

The Spring Hill Board of Mayor & Aldermen annually adopts a budget - including a general fund, enterprise funds, and a capital improvement fund - to pay for the city's annual expenses and construct public improvement projects during each fiscal year.

The Finance Department includes the administration or oversight of the following departments and units under the direction of James H. Smith, the City's Assistant City Administrator/Finance Director:
  • Finance
  • Municipal Court
  • Purchasing Office
  • Revenue Management
  • Solid Waste
  • Utility Billing

In addition to providing effective stewardship over public funds and assets, this function of City government provides financial management leadership and legislative support to the Budget and Finance Advisory Committee, the Capital Investment Program, and the Board of Mayor and Aldermen.

Primary Units & Key Functions
The responsibilities of the divisions within the Finance Department are outlined below.

The Finance Department provides financial services for the City. Services include:
  • Financial accounting and reporting
  • Investment of temporarily idle funds
  • Maintaining bank accounts
  • Preparing payroll for municipal employees
  • Producing payments for vendors and assisting with annual external audits

Revenue Management
Revenue Management oversees the billings and collection of most City revenues, including property tax, business tax, water / wastewater / storm water bills, and numerous permits.

Purchasing Office
The Purchasing Office oversees the acquisition and disposal of nonconstruction-related supplies, materials, equipment, and services. Purchasing assists departments throughout the City in making the purchases necessary to accomplish their jobs.

Municipal Court
The Municipal Court provides a fair and impartial hearing for all citizens charged with a City ordinance violation, code violation, or traffic violation within the boundaries of the City of Spring Hill. The City Judge hears cases in City Court on Tuesdays at 9:00 am, but fines may be paid at any time during regular business hours (8:00 am - 4:30 pm).
