About the Library

The Spring Hill Public Library Board is appointed by the Spring Hill Board of Mayor and Aldermen. The duties of the Library Board are set forth by Tennessee Code Annotated, Title10, Chapter 3.

Library Policies
The Library has certain policies in place to make the use of our services more convenient and more comfortable for the largest number of patrons. Please follow these simple rules:

Spring Hill Library now provides the ability to securely pay fines on a customers' library account via credit or debit card using SmartPay. We accept MasterCard, VISA, and Discover credit cards and MasterCard or VISA logo Debit cards.

You will need your library card number and PIN (password) number to log into SmartPay and retrieve details of your library account. You can see your balance, select items to pay, and securely charge your credit card. A successful payment is credited to your account immediately. You will also have the opportunity to print the transaction receipt for your records. If you are using one of our public computers to pay the fine then standard print charges will apply.

The minimum payment using SmartPay is $5.00.
When you pay fines online you are using the SmartPay gateway service provided by Comprise Technologies, Inc. The SmartPay service complies with the Payment Card Industry Data Security Standards (PCI DSS).

The Library does not collect or store any credit or debit card processing data collected by the credit card processor. The Library is not responsible for any breach of security with respect to data collected or stored by the credit card processor, nor is the Library responsible for the credit card processor's compliance with applicable federal and state laws and regulations. When fines are paid online, the transaction is final.

Explanation of Fines:

Fines accrue at $0.10 per item per day.
Lost items are assessed at the actual cost of the item to the Library plus a $5.00 processing charge to cover the cataloging of the replacement item.
ILL fines are $1.00 per item per day, and the lending Library sets the cost of the replacement for lost items.
If a patron or family owe more than $15.00 they will be blocked from checking materials out.

Cell Phones:
Cell phones and pagers must be off or on silent mode. If you must take a call, please be brief or go to the vestibule to talk. Talking on the phone while at the internet computers, or in the library book area disturbs other patrons.


Children under 8 cannot check out materials unless a parent or guardian is present, and they must be accompanied by an adult at all times while in the library. Children 8 to 18 must have a signed permission slip to use computers

Smoking in the library building is prohibited by state law. Smoking in the restrooms is expressly prohibited.

Food and Beverages:
Food and beverages are allowed within the Library, but not within 5 feet of the Library's computers, and beverages must have a top or cap. If a patron leaves a mess they may lose this privilage permanently.

Other policies are in effect for the safety and convenience of our patrons, and to govern usage of library facilities and resources. A Library Policy Manual is available at the circulation desk for anyone to examine.
